The Directorate General of Mines Safety (DGMS) under the Ministry of Labour and Employment is the regulatory authority for mines safety in India under the Mines Act 1952 and the Mines Rules 1955. DGMS oversees coal mines, metal mines, oil mines, and quarries, and enforces safety standards through regular inspections and statutory audits.

Safety signage and notice requirements in Indian mines are governed by the Mines Act, the applicable mine-specific regulations, and DGMS circulars.

Mines Act 1952 Safety Display Requirements

The Mines Act 1952 requires that the owner, agent, or manager of every mine display notices specifying emergency procedures, the location of first aid facilities, the names and addresses of first aid personnel, and contact information for the nearest hospital and rescue room. These notices must be in a language understood by the majority of workers in the mine.

DGMS Requirements for Surface and Underground Operations

For surface mining operations and quarries, DGMS expects safety signage covering explosive storage and handling areas with appropriate hazard and exclusion zone signs; vehicle traffic management signs at haul road intersections and weighbridge approaches; dust and respiratory hazard signs at drilling and blasting areas; and exclusion zone signs at blast areas with defined clearance distances.

For underground operations, additional requirements include emergency exit and escapeway signs, man riding and personnel transport safety signs, roof support inspection signs, and emergency communication point identification.

Language Requirements Under the Mines Act

The Mines Act and associated rules require safety notices to be in a language understood by the workforce. In coal-producing states like Jharkhand, Chhattisgarh, and Odisha, and metal mining areas in Rajasthan, Hindi combined with the relevant regional language covers most of the workforce effectively.
