The Petroleum and Explosives Safety Organisation (PESO) — formerly CCOE, the Chief Controller of Explosives — is the Indian regulatory authority for explosives, petroleum products, and compressed gases. Operating under the Ministry of Commerce and Industry, PESO enforces the Explosives Act 1884, the Petroleum Act 1934, and the Static and Mobile Pressure Vessels (Unfired) Rules 2016, among other regulations.
Facilities that store, handle, or transport explosives, petroleum products, or compressed gases under PESO licences have specific hazard communication and signage requirements.
PESO Signage Requirements for Petroleum Storage
Under the Petroleum Rules, licensed petroleum storage facilities are required to display no smoking and no naked flame signs at entry points and throughout the storage area, with defined minimum distances from the stored product. Hazard identification signs for petroleum class — Class A (flash point below 23°C), Class B (23°C to 65°C), or Class C (65°C to 93°C) — must be displayed on storage tanks and at entry points. Emergency contact and fire emergency procedures must be posted at the facility.
Explosive Magazine Signage
Licensed explosive storage magazines under the Explosives Rules require danger notices at the magazine perimeter and entry, specifying the type of explosive stored and prohibiting smoking, open flames, and mobile phones in and around the magazine. These notices must be in English and in the language of the local area.
Compressed Gas Cylinder Safety Signs
Facilities storing or handling compressed gas cylinders under PESO regulations need cylinder identification colour code charts, cylinder storage area hazard signs, and emergency shut-off procedure notices at compressed gas usage points.
