India’s fertiliser manufacturing sector includes major public sector producers — FACT, NFL, IFFCO, Rashtriya Chemicals and Fertilizers (RCF), and Hindustan Urvarak and Rasayan — as well as private manufacturers. Fertiliser plants, particularly ammonia-urea complexes, involve severe process safety hazards including ammonia toxicity and flammability, high-pressure synthesis loops, and the consequences of major releases that classify these facilities as Major Accident Hazard installations.
Process Safety Communication in Ammonia Plants
Ammonia synthesis and storage is the highest-consequence hazard in fertiliser manufacturing. Safety communication for ammonia areas must cover ammonia properties and toxicity — TLV, IDLH concentrations; PPE requirements for routine work and emergency response in ammonia areas; emergency response to ammonia release — wind direction awareness, evacuation routes, assembly points; breathing apparatus location and usage; emergency shower and eye wash for ammonia contact; and emergency contact chain including DGFASLI MAH reporting requirements.
PSM and Process Hazard Communication
Fertiliser plants of the scale of FACT, NFL, and IFFCO operate under Process Safety Management (PSM) frameworks. PSM requires that process hazard information — including what the hazards of each process chemical are, what the consequences of deviation are, and what the safeguards are — be communicated to all workers involved in operating or maintaining each process unit. Process hazard awareness posters at each unit boundary are a visible component of this communication.
Urea and Nitrous Oxide Hazards
Urea manufacturing involves high-pressure processing and the use of ammonia and CO2. Less well-publicised are the fire risk from dust in urea prilling or granulation operations and the toxicity of process off-gases. Safety posters covering dust explosion prevention in urea product handling areas and emergency ventilation procedures for control room areas are relevant.
