Safety committees in Indian factories are mandated under the Factories Act 1948 for factories involved in hazardous processes, and are strongly recommended by DGFASLI for all factories above a certain size. The activities, decisions, and recommendations of the safety committee must be communicated to the workforce, and the notice board and safety displays are the primary channel for this communication.
When Is a Safety Committee Required?
Section 41G of the Factories Act 1948, introduced by the Factories (Amendment) Act 1987, requires that every factory carrying on a hazardous process — as defined under Schedule 1 of the Act — shall constitute a safety committee. The committee must include representatives of workers and management. Many state factory rules extend the safety committee requirement to factories above a specified worker count even for non-hazardous processes.
What the Safety Committee Notice Board Should Display
The safety committee notice board — which is typically separate from the general statutory notice board — should display the names and departments of all safety committee members, the dates of recent safety committee meetings, the agenda and minutes of recent meetings (or a summary), safety statistics including accident frequency rate, near-miss reports, and inspection findings, and the current safety improvement actions with status updates.
Safety Committee Posters and Worker Participation
Safety committees are only effective if workers know they exist, know who their representatives are, and feel able to raise safety concerns through the committee. Posters at entry points and in rest areas explaining the safety committee — what it is, who the worker representatives are, and how to raise a safety concern — encourage the worker participation that makes safety committees meaningful.
Safety Month and Safety Awards Communication
Many Indian factories use their safety committee to organise safety month activities, safety suggestion schemes, and safety awards. Posters publicising these programmes — the safety suggestion box location, the criteria for safety awards, the schedule of safety month activities — are an important part of worker engagement and are expected by safety auditors assessing the quality of a factory’s safety management system.
