The Globally Harmonised System of Classification and Labelling of Chemicals (GHS) is the international standard for chemical hazard communication developed by the United Nations. India has been in the process of adopting GHS, and its implementation affects chemical labelling, Safety Data Sheets (formerly MSDS), and hazard communication posters in Indian chemical facilities.
Where Does India Stand on GHS Implementation?
India has implemented GHS in phases across different regulatory contexts. The Bureau of Indian Standards has published IS 16012, which is the Indian adoption of the GHS for classification and labelling of chemicals. The Ministry of Environment, Forest and Climate Change has incorporated GHS-aligned requirements into chemical classification and labelling guidance for hazardous chemicals under the Environment Protection Act framework.
For practical purposes, multinational chemical manufacturers and their Indian facilities have been applying GHS labelling and SDS formats for some years. Domestic chemical manufacturers are progressively adopting GHS requirements as they are incorporated into Indian regulations.
What GHS Changes About Hazard Communication Posters
GHS introduces standardised hazard pictograms — nine pictograms covering health hazards, physical hazards, and environmental hazards — that differ from the IS 9457 industrial safety sign pictograms. GHS also introduces signal words (Danger or Warning), hazard statements, and precautionary statements that must appear on labels.
Safety posters that incorporate GHS hazard pictograms are increasingly relevant in chemical facilities, particularly those supplying or receiving chemicals from multinational companies.
Practical Approach for Indian Chemical Facilities
Indian chemical facilities working with both domestic and international customers typically need safety communication that covers both IS 9457 industrial safety standards and GHS chemical hazard communication.
